As far as it goes, it makes sense- for that one child.
Where it would go overboard is suggesting we get rid of all the sticks, and take away sticks from everybody, so nobody can possibly be hit with a stick ever. That just doesn't work. For one thing, in the absence of sticks, kids will use rocks.

But no one other than fear mongers say all the sticks would be taken away. And the last statement doesn't do any good at all...
