I'm not sure that that dog is angry; more likely excited.
I suppose the concept is still valid; choices/decisions made (based on) emotions instead of facts or logic, are typically impulsive and might later be regretted.

Obviously Photo Shopped, if it were a real photo it would be a Coyote and the bird would be a Road Runner, that's Science!

then he would stall for a second and drop half a mile then be ordering an anvil from Acme, either unharmed or with a few bqandages

Very true. And while dogs seldom learn that lesson, humans do have that capability; although now, few seem to be following the sentiment.
