It’s planned obsolescence by commercial interests. If the road doesn’t fall apart, company doesn’t have steady work. I moved from suburban Chicago to rural Illinois. The roads in rural area fell apart faster with less heavy traffic. Corruption, anyone?
I live one block from a small towm completely surrounded by Dallas, there are several streets where the boundary goes down the center of the road. Typically when they are resurfaced, each city does their half, normally on the same week. The potholes and road mogals on the smaller city's side show up way sooner, plus their side of the street is smaller. I suspect a little corruption.
Actually they did use engineers to design their roads..
The entire Roman army were civil engineers, during peacetime. But their primary job was military
