I've often wondered whether someone needs a driver's license for an e-bike. I'm pretty sure they don't need one in Oklahoma. They used to be an old man 18 miles north of my town that was too cheap to buy a car tag so he drove his lawn mowers to Shawnee about once every week. The highway had a shoulder and he stayed on it.
