I think he needs to take a good look at what's going on in the EU then. The capitalist ways of the EU are leading to the extreme right and austerity the people are today fighting against. Why would you want to install a system that is failing in your own countries. Just maybe that's why some of the countries are more concerned for themselves. As I think they should be, then help your neighbors as you can. Once you figure out where the weak links are you can work on them together. It will fall together.
What is it with this need for union!?! It only provides a means for groups of wealthy corporations to ban and then extort the treasury once they screen out the corrupt politicians. Allow the state to do its job and fill in the holes in other areas with merely a committee of heads from each country. Venezuela and Cuba have had a good relationship doing this. Use that as a dam platform.
