It reads to me that the Trump administration has now declared that it is open season to duck shoot any American anywhere in the world no matter who they are.

Only his strike was made on an American who had joined a terrorist group making it legal, from all known accounts anyways. But yes, in the means of the way the General was taken out, Trump has opened a door to legally murder someone, anyone, that will become, ordinary. If it hasn't already.

However I meant it from the point of view that everyone in the world has been endangered to a far greater extent and so results in all Americans now being cast beyond the pale to become fair game as in an open slather duck shoot.
Well it will reduce the rate of population growth and I suppose non-Americans killed in the process are just collateral damage. After all we know that Americans cannot be tried by the world court.

They can't. I am led to believe that some American presidents cannot leave the US otherwise international warrants from courts will be used to arrest, imprison those found guilty of international crimes.

@rogerbenham Not beinng involved with interpol I was not led to believe that Malaysian warrants have any less force than French, English or German.
