If the shirt existed in reality and not just a figment of the artists imagination added to a plain green shirt, I would think that each cat would have to have been painted on in oil paint as they would not have had acrylic and other media would wash off.
My sister thought it was most likely needlework. That would make the most sense to me too.
@Hathacat that is a long way of doing it and the merging of cat colour is unlike any thread but theragain women seemingly had nothing better to do with their time and over the years have turned out painfully exquisite needlework.

@Hathacat you can do that yourself if you have a printer. Go to your favorite hobby shop and ask for some t-shirt transfer paper. Buy the t-shirt you want, 50/50 cotton poly works best. Follow the directions on the transfer paper so you print it correctly and don't get the picture backwards or print on the wrong side of the paper. Then you iron it on. Voila! Not really complicated or expensive. Oh, of course you have to get the picture on your computer so you can print.
