The term "affordable" depends on who is saying it. In my little slice of heaven a recent mixed use project was completed in the middle of the older section of down town. 58 apartments above small businesses. The state kicked in some money so 20% of the apartments were designated as "affordable". At a meeting I asked the promoters of the building, "If 20% of the apartments are "affordable" what are the rest? (asking if they were by definition not "affordable" ), They didn't understand the question. When I explained they said, "Oh the rest are "market rate" which I took as a euphemism for unaffordable. (Note: The target renters were the people who worked in the small businesses in the area surrounding the apartment building - mostly for minimum wage). Another example of fun with words.
