This is several times white unemployment. Even white youth in the southern rural areas have 20% unemployed and not in school. It's no surprise that people turn to robbing to make ends meet. is also wasted on little regulated charter schools which siphon off kids with the best scores. More needs be done in the city prevent corruption as a Chicago Public School official was caught embezzling millions. That less and less educate and create jobs keep youth of all races out of trouble and get them on the road a better future. If Illinois would legalize marijuana, it would save by reducing the costs jail those imprisoned for using it and get taxes for selling it. It would also take away a huge chunk of for the gangs.
