Anyone know what's going on here? It's hundreds of tiny white bumps as well as the thicker spots if covering on a weigela. Half the shrub died over winter.

Something to be aware of with box store plants. You might not consider the possibility of buying and spreading disease just from buying plants, but here is food for thought. Support local nurseries if possible.
