They work something like a food pyramid, I think. Neat idea and very ascetic.

You can get a sealer paint that is used for sealing gutters but it is pretty expensive, cheap just to line each drawer with a clear garbage bag and punch a hole in each corner to let the water continue down to the next level. A decent alkyd paint would give enough protection for a season or two, marine paint would last even longer. Check the mistints shelf at the building supply store and see if you can score a deal, the dresser drawers you should be able to pick up at the Habitat for Humanity Store or one of the charity stores.

That looks pretty cool but don’t think they would last every long. Getting wet.
