I made a compost heap from my brown waste bin and for a long time forgot about it when it was emptied finally it was amazing to see how much good stuff there was in it - I was putting in a dusting of composting powder adn watering it in every so often but think I should have fixed a tap at the bottom to tpop t becoming too soggy - live and learn!
This is what I do. I add moisture as I add compost material via rain or watering hose. I turn the pile 2-3 times a year. The worms appear naturally.

He forgot to mention worms . Dig around in the soil , find a few worms and add them to your compost pile .
Easier than digging is to soak newspaper, cardboard or hessian, leave it on the ground overnight, turn it over the next morning and hopefully there will be worms on top of the ground and under the cover.
@FrayedBear I'm not familiar with hessian , although I'm guessing from your comment it's along the lines of cardboard or paper ?
