In Laurens, SC, they have a water tower that overlooks a funeral home. It's the favorite perch for the dozen or so vultures. =(

It's unlikely. I never saw the birds landing in town.

All the vultures want is a high point to sit after flying into town to catch the thermals from roads and buildings. Ground take offs is exhausting for a vulture.
