I don't know about that... A few bad apples?

Nope. Way more than just "a few".
It is how many police departments across the country are supplementing their
budgets.
Look it up. It's happening all across the country.
Innocent people having their property seized, not having ANY charges filed against them, and having to go to court to get their property back. If they even can. Some can't afford to fight to get their own property back.
Civil Asset Forfeiture. It's legal, and it's pervasive.

Any cop that does not report and cite another bad cop is a bad cop, so damn near the whole barrel is rotten by now to follow your analogy. The difference between LEO s and the general population is that they took an oath to uphold the law.
