Trump is moving to end birthright citizenship with an executive order, as of announcement today. On top of the executive order, Senator Lindsey Graham said a couple hours ago he is introducing Congress legislation to end birthright citizenship.

The 14th Amendment reads, "All persons born or naturalized in the United States ... are citizens". Ultimately, this is an issue that will appear before the Supreme Court, where Trump has just pushed for his nominee Brett Kavanaugh to take one of the seats.
[Edit: I should also point out that this is not coincidentally an election-timed move on the part of the right-wing.]

The legislation is real. Their belief in it doesn't have to be, but Trump has proven improbables a number of time. Certainly is, as you say, timed to the election.
