Fair enough. The "Don't Tread On Me" flag stands for anti-government (or at least small, non-obtrusive government). The bottom flag has become a symbol for pro-police/policing and a way to fight against what is seen as increased efforts to reign in an increasingly far-reaching and paramilitary police force.
