Where did you get that definition? Better yet who are these "prominent wise leaders"? In the Trump era I think we stashed them under a rock.
Most definitions reflect something like "A manifesto is a published declaration of the intentions, motives, or views of the issuer, be it an individual, group, political party or government."
It can be issued by a freaking nut case, not a group of sages who reached the best of all world's intentions.

@Lizard_of_Ahaz After checking three on line dictionaries, I couldn't find anything about "wise men."
@WonderWartHog99 I would have to agree because quite frankly these things are far more likely to be left to self justifying psychopaths who want fame for their actions.
Search "Diatribe" ....the sicko doesn't earn the title "manifesto" IMO.

According to you, a diatribe is a verbal attack not an outline of goals and aims. If the person is crazy, they can make up a crazy manifesto. A manifesto doesn't have to be valid.
