He makes great sense given the Ancient Egyptian records mention numerous events when other peoples would come to Egypt in times of drought and disasters because of Egypt's great agricultural output and reserves of grain, etc.
And under the Egyptian Rule ( Law) of Ma-at it was considered as an affront to Universal Harmony to refuse aid to anyone in need.
