Joke? You decide. The Allegory of the Little Dutch Boy.
Two people, let's call them rational human beings, are walking along and see the fabled little dutch boy plugging the leaking dyke with his finger. One turns to the other and said, "We should invest some time and resources to fix that leak before the wall breaks and all is lost."
Two other people, let's call them management (insert company name), see the same thing. One turns to the other and says, "Problem solved!"
